Adobe Premiere Pro CS6 - 4k Editing PC Specifications

New here and need some advice.

I'm starting video editing and looking to buy a PC available eBay:

 

HP Z820

2x Xeon E5-2667 @2.9GHz 

64 GB 1600 MHz DDR3 RAM

1x 500 GB OWC 6G SSD

4x 1TB (RAID 10 Volume)

AMD Radeon R7 260x 2GB 

 

I have Adobe Premiere Pro CS6 and Photoshop CS6

 

Would that be enough for 4k Video Editing?

What HDD / SDD Data Transfer Speed (MB/Second) will be required?

Do I need to upgrade anything such as GPU?

Will appreciate any advice, suggestions or recommendations.

Is this card any good for Adobe Premiere CS6?

A GTX 970 will proably work OK with CS 6 but it is an old card.

The AMD Radeon is a GPU but kind of weak compared to an RTX 3070. Not all 4K requires a lot of bandwidth. A single mechanical hard drive can edit multiple layers of 4K H.264. If you want to edit multiple layers of Red One R3D 4K files, Pro Res 4K or even BRAW a SATA HD RAID setup would be the best bang for the buck. My i9 9900K and RTX 2070 can edit any flavor of 4K using Premiere Pro or DaVinci Resolve. That being said AMD CPUs will work but they do not have Intel's Quick Sync but niether do the Xeon CPUs. Any 8 core CPU should work and any $400.00 GPU should work. The video might be worth watching.
