Adobe Premiere Pro – Error on Launch / Unhandled exception

Problem Description:
When launching Adobe Premiere Pro, the program fails to load completely and displays an error message that prevents use. The crash occurs consistently at startup.

Additional Information:
Based on a manual dump file analysis, the crash appears to be caused by an `Unhandled Exception` related to the `ngl-lib_DataStorage` component. The following error was identified:
`GetLastModifiedTime error 1168 – data not found in storage.
