Adobe Premiere Pro Export glitchy

I'm trying to export a video and get glitchy parts in the final product. I'm using a MacBook Air with an M1 processor. I tried re-exporting with different settings and the problem persists. I'm using the latest version of Premiere. This happens when I try to export as an MP4. Below is the evidence.

I managed to fix my issue. Turns out there was a problem with the 2 pass settings. Normally, I export at a minimum of 10 with the max at 20. There was possibly a bug in this feature.
