Adobe Premiere Pro File Failure

My problem is that Adobe Premiere on download will not function. So, I went into my DRIVES, manually clicked on Premiere and it wouldn't start, providing me with a prompt with a solution.

So there I was, uninstalling and re-installing about three times when I just gave up. I am unsure of where I can find this "MSVCP1 10.dll" file, nor do I know a solution as the one provided is not helpful anyway at all.
