Adobe Premiere Pro interface lag (timeline, cursor, tabs)

Adobe Premiere Pro 23.4.0 (build 56)

Since a few weeks, I've been experiencing severe interface lag. At first, things go well, but after a while, the clips I'm clicking on respond slowly, and the timeline cursor is moving choppy. At this point, everything you're doing has a delay.

This is frustrating, to say the least.

I've found multiple bug reports on this topic, some dating back a few years, and some new. But still no solutions.

I also updated Premiere to the newest version, but no improvement.

I updated my GPU and also my CPU chipset (because I read that it might have something to do with Ryzen CPUs. This is not confirmed, though.)

I reset Premiere settings/preferences using the ALT key, but no improvement.

I'm hoping someone has a solution to this. Or at least an explanation.
