Adobe Premiere Pro speeding up first few seconds of video when I press play

Anytime I press play, my video and audio speed up the first few seconds and then resume normal speed. This happens conststantly when I press play with the spacebar or play button in the program and it occures anywhere in the video - wheather I play from the begining of the video or pause and start it again in other sections of the video. The amount of time it speeds up is inconststant, anywhere between 1-4 seconds. This has been happening conststantly on each of my video projects for a few months. The video content I edit is filmed on Zoom and profesional cameras. 

 

What I have tried:

1. Updating Adobe Premiere Pro

2. Reinstalling Adobe Premiere Pro

 

Unfortunately, neither solution worked for me. My workaround had been to drop the playhead far enough back that the speed-up will end before it reaches the section I need to edit, which as you can imagine is time consuimg and frustrating. I couldn't find anyone experiencing the same issue so I am hoping someone here can help me find a solution, thank you!

Make sure Default Input in the Audio Hardware in the Preferences is set to No Input.
