Adobe Premiere Pro speeds up and audio is very bad.

Hello,

So I rebooted yesterday my computer because it was getting very slow, Premiere still worked perfect then on my computer. When I reinstalled Premiere yesterday the audio was bad and my video was sped up. I tried to fix it but it didn't really work so I rebooted my PC today again to hope it will work again but when I installed it again it still glitches out and I have no idea why ( you can look at the link what I mean, the video doesn't really speed up but whole Premiere pro speeds up ( I think 2x)).

My specs are

GTX 1080

i7,7k

windows 10

Adobe Premiere pro CC 2018

And my drivers are up to date.

I tried with a lot of videos, some of shadowplay and some of youtube but adobe meshes them all up

Hopefully someone can help me because I really need it. If you want more information please write what you need down below.

Edit; I also saw that it only shows the first 30 miliseconds of a second and Adobe just ignore the other 30miliseconds of the video. Maybe that's the reason why it speeds up 2x and why the audio is so bad.
