Adobe premiere pro subtitles milliseconds is not clipped to nearest frame

I am having an issue importing an .SRT subtitle into premiere pro when the millisecondes of a subtitle is not exactly matching a frame number, for  exapmle I am working on a 25F footage and making a subtitle with SE software, here is an example of exact subtitle times exported from SE:

these times should translate to start at 00:08:12:11 and 00:08:13:14 on a 25 frame base, but when the subtitle is imported in adobe premiere it displayesd as follows:

the end time is 1 frame behind, I think that clipping milliseconds behaviour is rounding down instead of nearest (0.559 milliseconds exactly maps to 13.975 on a 25 footage which should be interpreted as 14 frame)

Any help with that to get it round to the nearest frame?
