adobe premiere pro - timecode issues

does anyone know why the on-screen timecode I insert into my video (from video effects > video > timecode) doesn't match the timecode display just above the sequence?

Another question: is there any way to export with on-screen timecode that's in hh:mm:ss:mmm instead of hh:mm:ss:ff?
