Adobe Premiere Videos failing to import video but will import audio

I have tried uninstalling and reinstalling adobe. Rebooting my computer. using different videos from different locations on different hard drives. I have tried using different video formats from mp4-MTS-MOV. No matter what I do, the imported video fails to display anything in either of the top left or top right screen, but the audio will play. I have tried talking to Adobe tech support but the person on the phone was unable to fix the problem. I am using premiere 2017. Any suggestions would be greatly appreciated!
