Adobe Premiere VR extremely slow render

Upgraded to the latest version of Premiere.  Renders that once took 38 minutes are now taking 4 hours. Going from 8k Mono, 240mb/s and rendering 4k mono h.264 40mb/s with wav audio

Updated all drivers (graphic card, software, bios, etc).

This seems to come up every 4 months or so. 

PC Specs (I7-7700k, 64gb ram, 1tb nvme, 1080ti).

Project is due Monday morning and I need to export to cloud.  At this point I'm going to miss the deadline because the render times are dog slow AGAIN....

VR demand for business is super unstable and delays like this crush what little demand I have.

Steps I've already tried:

1) upgrade Adobe suite to latest

2) Update all drivers

3) Clear cache

4) Switch from memory to performance and vice vs

5) Software render

6) Hardware render

7) switched formats (H.265 and H.264)

At this point rendering and editing 4k videos on my cell phone is faster
