Adobe Premiere won't send to Adobe Media Encoder

Hello! When I attempt to export one or more sequences from Premiere using the "Send To Media Encoder" button, nothing happens (Adobe Media Encoder does not open automatically and nothing queues). I have tried uninstalling and reinstalling both programs using the Creative Cloud control panel in different orders and that does not work. I have tried rolling back the versions of both programs and that does not work. The version numbers of both installed programs match (23.6). Also (not sure if related), my Adobe Premierre is not saving user presets. Help!!
