Adobie Stock PP workflow

OK, I have Premiere Pro on my desktop and laptop and want to use the inbuilt Stock browser/download preview/licensing in the PPP Libraries panel. I am also working with someone else who is in Spain on the edit. Few questions.

1. Will the libraries automatically be synced between my two computers and with the person in Span  (do I share the library, how)?
   1. Do I have to use Adobe cloud to do this?
   2. If I do this can I/they sync when they have an internet connection and they carry on working with the stock when they are off-line?
   3. Or, as I have put the clip from the library on the timeline will it get added to the library of someone I send the project to (I am talking previews here)?
2. I have already started selecting some stock using the Stock website and downloading previews (and importing into PP).  Can Adobe work out which clip it is and can I buy the licence from within PP libraries?
