AE Project has to be open for Dynamic Link in Premiere 2020 to work.

Im having a problem where I'll import an AE comp into Premiere, everything works fine until I close Premiere and AE. If I open Premiere without the AE comp being also open in AE it gives me a media offline message. I go to relink and it will fail unless AE is open. Once i open AE and the project, then it links. Both Premiere and AE are the latest versions.
