All fonts missing from drop down and very laggy to resize

Hello all, new here and having some issues. When adding a caption and wanting to change fonts under Effect Controls, No fonts shows under the dropdown. Also when resizing or cropping a video its very clunky/delay. My computer is chillen at 8 cpu and 26 memory. I know its not a PC issue.
