all video effects not working for singular project

hey folks, having some trouble with video effects in premiere. had a gaussian blur preset that i use in all my edits that suddenly isnt working in this specific project. anyone know why?

tried adding other types of blurs and those arent working either. (doesnt work on base clips or adjustment layer)
PPro 24.0.0 build 58

i found the issue.. turns out i just had another clip overlaying everything and i just couldn't see it cuz i was zoomed into the timeline, awesome moment from me there 👍
