All Video Playback Glitchy

I am BRAND NEW to Premiere Pro and just trying to familiarize myself with the beginning steps. I had a few videos imported but all of a sudden ALL the playback videos look completely digitized/glitchy/pixelated/discolored where you cant see anything. I've tried searching for options. Possibly a hardware problem? I've tried resetting everything to factory but even the tutorial videos display this way. HELP!
