Any Import is Sped up and Choppy

 Hi, I've been trying to fix this weird bug of any videos being sped up and having small and frequent cuts as you can see in the attached Video.

I have tried using different Video formats such as MP4, FLV, MKV and more, but they didn't change anything; I have checked the properties of the video files within Premiere and through MediaInfo and they both show 1080p 60fps. I have also transcoded the videos through Handbrake and the frame rate is consistent, I have tried importing a random youtube video as well and the same bug is present. I have also reset my preferences, uninstalled Premiere and CC twice and all of my drivers (as well as Premiere) are up to date and my PC specs are above recommended.
