@jPooley_H: I have the same exact problem as above. Same version/same error. I have an older proc 4th gen i-7 and 16 gig of RAM. Was running fine up until a few days ago. Now hangs on start (even after a reboot). Nothing else running and RAM/CPU is running at 20 to 30%.

I'm wondering if it has something to do with a Win 10 update? Appreciate any help.
Also I took the steps to uninstall Premiere, update Win 10, update the Nvida drivers (1050), reboot, then reinstall Premiere. Still locking up on startup.
