Applying Video Effects to a Track

I just realized after editing a video clip, by cutting it up shortening it up with the clip tool that I forgot to add brightness to the clip before starting. Is there a way to add video effects to a track as a whole without the hassle of applying to each individual clip?

I remember when I used Vegas Pro it could be done by dragging an effect onto the track selection and it would apply it to all clips on that track but when I try that with PP it doesn't let me.

I searched google before asking so I have at least attempted to find a solution but any answers from other threads weren't clear enough for me or the original person asking the question before.

    create new adjustment layer in project and drag/drop above all video tracks. add effects to new adjustment layer.
