Applying zoom effect at 1st Keyframe, not desired keyframe (no gradual zoom)

Wanting to go from 100% to 200% zoom over app 5 seconds but Premiere goes straight to 200% from the first frame. Have looked up 10+ tutorials and I am doing it exactly right without the desired effect. Changing position does not make any difference. The numbers go from 100 - 200% Scale over timeline but clip starts and finishhes at 200%. Please help, thank you.
