Are these two problems fixed in CC2019?

I have resisted upgrading PP since having to downgrade from CC2018 back to CC2017 (and scramble around for an old codec), due to a massive memory leak in CC2018 when conforming Dolby audio using the OS's codec. See the story here: Dolby codec issue on Windows 10

But I know I'm missing out on improvements in other areas. One annoying issue is with Adaptive Noise Reduction: Premiere CC 2017 Adaptive Noise Reduction Delay Issue

Can anyone out there tell me whether either/both of these problems are fixed in CC2019? I tried looking through the release notes, but didn't spot anything relevant. Lately I have been shooting with PCM audio, but I can't guarantee I'll never use Dolby audio, so I don't want to take the chance of abandoning CC2017 until I'm sure the memory leak has been fixed. But always having to do a workaround to help ANR get an initial noise print is getting tiresome.

I think you're missing the point. No, I have not, and I don't want to if the memory leak problem still exists. That's why I'm asking the community first. My installation of 2017 is stable and working (except for the ANR annoyance), so I don't want to disturb it until I hear that the situation has improved.

The last comment on the discussion about the memory leak was January this year: Re: Dolby codec issue on Windows 10  That person didn't specifically say what version he had tried, but he was in communication with Adobe so presumably he had the latest at that time, until he too was forced to downgrade to 2017 and hunt for a copy of the old Dolby codec.

Try it, you can install CC2019 while still keeping CC2017 intact. You have to manually make the installer to keep CC2017.
