Arrow keys no longer nudge Playhead in Effects Panel

Question

When I'm in the effects panel working on key frames, the arrow keys no longer move the playhead at all. I can move the playhead with the cursor, but if I want to go exactly 1 frame forward, for instance, I now click on the program monitor, and then hit the right arrow. 
 
This was not previously the case. Has anyone else had this issue and is there an easy fix?

Step Forward/Backward 1 Frame is an Application shortcut, so it should work in the Timeline, Program, Source, and Effect Controls panels. Are the arrow keys not working in any of these other panels, or just in Effect Controls?Have you checked your Keyboard Shortcuts to make sure they’re mapped correctly?
