As predicted, Premiere does not keep its preference on update

This is my 4th post in 3 years. Same subject every time.

Just upgraded to CC2017 Premiere

I spend a while finessing and tuning my keyboard settings to the want I want them, syncing them with Adobe cloud.

Then I upgrade and attempt to sync the settings and it never works. The new app simply wipes over the old settings.

Am I missing something here?!
