Asking for Money Again and Again

On April 19, I purchased a 1-year plan that included all apps. On August 25, I suddenly found that the Premiere Pro app was locked. When I tried to access the app, it said "The app is not included in your plan. Please Purchase." They are forcing me to re-purchase a product I already bought.
