Assets Not Loading

On Opening my project folder, The preview is frozen and will not play, and assets do not seem to be loading properly.
The vast majority of my files are greyed out like so.

I've cleared my cache and the issue has only worsened. Now rather than simply stalling forever, it occasionally crashes every other program my PC is running.

The project has several video files associated, (upwards of 100)
Most video is being stored on HDD, a separate drive from the project folder.
Task Manager reveals that Premiere is not scanning through the disk to try and find references to these video files.

If there are any appropriate settings to tweak or updates required to fix this problem, please let me know as soon as possible because this is completely crippling the project as it stands.
