At one point, three problems arose simultaneously

The problems are as follows: Suddenly, at one point, the Premiere Pro 2021 started to be surprising: the first thing I noticed was the long launch of the program + at the beginning, before the projects are highlighted, I have a white screen (for 5 seconds), the second: the interface when entering the program changed from the default (name of the project in strings) into project, which are marked as the logo of an empty document (I will attach a photo), the third and most important problem: I have a good enough laptop to work with editing, and before the problem that I will talk about later, I always had to edit by looking at the result in the preview, which plays poorly (hangs), but after rendering the project, the general the result was good and without lags, but when the problems appeared that the preview started to lag drastically (give micro lags on almost every frame), I thought it was just a problem with the preview, BUT: even after rendering the project, the video had the same microlags that were in the preview. Everything is fine with the computer, checked it completely and updated all components. Everything works fine except Premiere Pro. These three problems occurred AT THE SAME TIME, which surprised me very badly. I will wait for the answer.

Delete the Media Cache and Media Cache files:

If that doesn't work, try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn't work, try creating a new project and import the old one into it.
