Audio appears out of sync when scrubbing frame-by-frame

I seem to be running into an issue whereby the timing of my audio is different depending on whether I'm previewing my media or whether I'm scrubbing through frame-by-frame. When playing back my timeline in Premiere or in an exported clip, the audio and video line up as expected, but the waveform appears visually early. When playing back in my timeline frame by frame, the audio plays out of sync (before) the video, in line with the waveform. This might be a bit tricky to explain, so I've made a recording demonstrating the behavior I'm seeing.

For context, I'm running version 24.0.0 (Build 58). Any ideas?
