Audio but no video for downloaded footage

I am working on a little project where I am using video footage downloaded from WhatsApp. While other video that I uploaded for the project from my camera plays back fine, the footage that I downloaded will not play back smoothly in Premiere. I exported a small sample of the footage and it plays back fine when exported, but I just cannot see what I am editing. If I click through it on the clip viewer, it will pause for 5-10 seconds but it will eventually show the correct frame. I'm wondering if the image size has anything to do with it since it is such a low resolution (480p) but that's my only guess right now.

    Do you know what format and code the file is? Sounds like a codec that isn't optimal for editing. Best to transcode to something like ProRes or Cineform in Media Encoder first.

    Hi peterm47077619,

    Please check if that media has Variable Fram Rate (VFR). If so, try to use the Smooth Video Motion under MPEG Source settings and check if it improves the playback.

    Thank you Sumeet for your message as well. For whatever reason, when I would try to pull up Source Settings on the clips nothing would happen. I am probably not doing something right...
