Audio Clip Edits in Timeline Start at Head of Audio File - after reconnecting media

This has happened on 3 different projects with 2 different clients over the last 3 months.

This most recent example: My client shares a simple premiere project with some video footage and an audio WAV file cut in a timeline.  The WAV is a single file and not merged with any video footage.  When I reconnect the media in the project, the video is fine in the timeline.  However, the audio clips are not.  Every edit or slice in the WAV clip in the timeline is reset to the head of that clip.  So if the beginning of the audio file is someone saying, "Hi, my name is Carrie," every time the audio file is cut, the audio starts over, "Hi, my name is Carrie." This is an obvious nightmare.

Has anyone else run into this issue? Is Adobe aware of the issue?

There was a significant bug in that version, I'll look around and see if I can find you a link. Don't save the project when it's in that bad state. Or you can get another copy from your client. Upgrade to 23.5, the fix was in.

And again, this happens in both directions.  It first happened when I sent a project back to a client.  It happened again with a seperate client on a separate drive/system/platform.  And now it's happend when a client sent me a project.

There are no cache files when I receive the project.  It's a fresh start.

Have you tried trashing media cache.
