Audio is out of sync after I apply pitch shift audio effect

For some reason when I recorded a video in the Windows 10 default camera app, the audio was too deep. I quickly was able to fix it by applying the pitch shift audio filter, except now the video and audio are all out of sync, both in premiere and after exporting. I was really hoping to upload this tonight or tomorrow morning. What could be wrong? What should I do? Thanks.

 

(Windows 10. Premiere CC 2020, Video Card is a NVIDIA GeForce GTX 1060, source footage is an mp4, no error message)

Please use the free MediaInfo and post a screenshot the properties of your media in tree view:

If the file is variable frame rate, which although Adobe says it will support, many users are having issues with VFR.

Use Hand brake to convert to constant frame rate:

The pitch shift effect is wonky in Premiere Pro.

Use Audition to shift the pitch and then bring it into Premiere Pro.

Audition can handle video files?

Okay so the pitch shift worked fine but it won't let me save it as a video file, just an audio. Then when I bring that audio file into premiere, I have the same exact problems with syncing
