Audio Video unsynching

I have asked this before, even then having posted new information, but the question has not been successfully addressed.

I have some m4v clips of dance video/audio which, when shown on Windows 'Photo" or on VLC media player (and some other media devices) they are perfectly synched. But when brought into Premier (and when shown on yet other media players) they are out of synch. There are no + or - signs showing degree of out of synch. Could the m4v format be causing this? Is there some setting I've missed? The "Display out of Synch..." in Preferences>Timeline is checked. 

Can someone please tell me where this problem is coming from and how do I correct it?

    Has anyone run into issues when an mp4 is uploaded into Premiere and the video is a) not synced with audio and the video actually slows down and looks very slow motion? The mp4 plays perfectly in windows media player, but in Premiere its super slow and choppy?

    M4V is typically video only, in the way that M4A is audio only.  With both video and audio, they're MP4 clips.  So right away something seems off.

    As Jim Simon says, " So right away something seems off." Yes, that's why I'm writing--to help me discover what that is.

    Actually the clips (files) did come to me  in pairs: an "*.m4v" which does play both audio and video, and an "**.m4v " which seems to do nothing.

    The original m4v did play audio and video in Premier, although they were out of synch.

    The Handbraked m4v plays correctly in the Premier source monitor, but with no audio in the timeline.

    Is there perhaps a setting in Handbrake I should change? I note that in addition to Presets, there's also codec changes one might make? Should another media converter be tried--if so which one? Are you saying by marking this "helpful," that there is NO solution with the clips I'm working with? How is it possible that an mp4 file plays video and audio fine in the Source Monitor but not in the Timeline--only playing the video there? What would you suggest at this point?

    What seems off is your report.  M4V should not have any audio.  If it did, it would be an MP4.

    When a file plays well in VLC there is no garantee it will in Premiere as

    VLC is a player, Premiere is an editor (NLE), there is quite a difference between the two.

    As Bob says: convert file with Handbrake and make sure it is set to Constant Framerate.

    Thank you both. A comment a few questions:

    fyi It initially played well not only in VLC but some other players too.

    In Handbrake, I left all the defaults except for setting constant frame rate (thanks for that), and changed to the 29.97, which my sequence is set to--OK? I made no other setting changes. Is there a preset it should choose?

    The single clip mp4 I tested after Handbrake played well in Windows Photos and Windows Media Player, and in Premier's source monitor. (In the Source Monitor, the audio file and video file both appeared OK and played OK together) But when i dragged it into the timeline, there was no audio: the audio file was a straight line.

    Please advise about other possible setting changes in Handbrake and why I can't play the audio of the new mp4 file on the timeline .

    Try converting with HandBrake before bringing in to Premiere Pro.
