Audio will not move tracks - this is not a clip / track key frame issue - I've tried that!

 I can edit the track but I cannot move it to another track. There is a small '2' in the control panel to the left of the track.

Any ideas?

I've looked at other similar posts, but this is not a track / key frame issue... I tried that and it doesn't work.
