Auto captions character length is not adhered to

For the auto-captions function I set the character limit to 15 characters (2 lines) but sometimes I still get lines that are longer than 15 characters.

For example:
"to get 1%
better every single day"

Also, when I have 2 lines selected it doesn't always spit out 2 lines some of the slides have only 1 line. Just wondering how it decides if it should create 1 line or 2 lines.
