Auto-Update Lost all effects, workspace, keyboard shortcuts and more presets

Premiere has once again auto-updated, even though I have this checked off. I have lost all presets and I cannot find them in the folder in which they are stored. 

Can anyone help with this? I have previous versions of premiere saved with those presets but I don't think thats where those presets are stored. 

Premiere normally asks to transfer settings over when I manually update but it has not and I've lost them. 

I'm really losing it with premiere and althought I love the layout you can't just stick with a program for the layout if it is constantly letting you down. So many issues. 

Please help someone!
