When I choose Auto reframe, on a horizontal sequence of pictures then it cuts off the vertical ones, but I want the vertical pics still apear in full with a static pic in background filling up the sides... How to do that?

The main reason for using Auto reframe is that it detects the "important" content and tracks it - and all of this is done to figure out which not so important content can be clipped. If you don't want to do any clipping, there is no point in using auto reframe. You can simply create a new vertical sequence, insert the horizontal sequence into it on track V2, scale the clip to fit the width and put your background image in V1.
