AVI Playback is choppy and stuttering back and forth

I'm editing security cam footage for a banking institution, and I need to blur faces. The files were given to me as AVIs (no sound), which are not my favorite, but it's what I got. I apologize if this has been covered before, but I could not find that post or discussion, and most of the AVI discussion I could find was ca. 2010. I'd hope a few things have changed since then. 

 

There is only one file in the project and timeline. The video is 6:30 long, and it plays properly on other media players. The playback in Premiere is sped up - it almost looks like the frame rate is incorrect, however the correct frame rate is recognized by Premiere (30fps). The footage speeds up and continues to stutter backward and replay the same frames over and over again, eventually pushing further into the video's runtime. It will then replay entire sequences of the video again.

 

I'm running Windows 10, 128 GB RAM, and just updated my NVIDIA driver. My Premiere is up to date. Any help is appreciated!

Also, please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate:

Shutter Encoder may also be used to convert to Constant Frame Rate:

Try Preferences > Audio Hardware and set Input to None.

Sadly I've already tried this. No dice. I'm waiting on approval to get MediaInfo and Handbrake downloaded. I'll update soon.
