Background audio cuts briefly when switching to Premiere or AME

If I'm playing audio on any other app (chrome, spotify, vlc, etc.) and start or switch the window to Premiere or AME, the background audio cuts for 1 second, and continues to play normally.

If it happens to be playing a youtube video on chrome, for example, it causes the youtube player to crash.

This started randomly on CC 2017 and went on with CC 2018.

I have tried every configuration possible on the Audio Hardware panel on Premiere, and every definition on the soundcard and Windows audio panels.

I'm running Premiere and AME CC 2018 on Windows 10 thru a FocusRite Saffire 24 PRO (firewire)
