Banding on Program Monitor

I've recently noticed severe banding on my program monitor when it plays back video. This has only just started and I'm not certain if it only started after the most recent update. The footage looks normal on the editing console, even when I enlarge the montor to full screen. Side by side, I can see a huge difference, almost like the program monitor bitrate is super low. Text and graphics are unaffected by this. Only footage. I've updated the drivers on my Quadro P4000 video card. Windows is up to date. I've gone through my monitor set up, switched the monitors and tested different HDMI outputs. It doesn't happen with any other program. It looks like it's coming from Premiere Pro. I have playback resolution set to full. I've deleted the media cache.

When I export the sequence, everything looks fine. Is anyone else experiencing this? It doesn't affect the final product. It's just super annoying. I'm running a W10 system, i7 with 48gb of RAM. Nvidia Quadro P4000 graphics card. Dual BenQ GL2460 monitors. Let me know if you want more info.
