Best export settings for small file size with best quality

I have a four hour clip which is 67 GB in size.

Most 2 hr movies I see are around 2GB in size.

What would be the optimal export settings to shrink the clip flie size (only being seen on TVs) yet still retain the quality when viewed?

Appreciate any solutions.

Try 2 pass VBR at 2-4mbps and see if that works perhaps @Greg @ Caprice

Most software does not have the encoders the industries uses.

You cannot have both: its either the filesize or the image quality.

After export you might want to try Handbrake to reduce the filesize.
