best practice for editing videos from phone?

So I am a content creator (meaning I take ALOT of videos from my phone). I've noticed that with the recent 2023 version of premier pro I have to do multiple steps to get my video to export w/out skipping.

Phone video settings (I've tired 30 FPS & 60)

1) I've tried using Handbrake to export the videos using the constant framerate option

This seems to to make my video still skip or not look at crisp as viewing off my phone.

2) I then import those videos from Handbrake into Premier and when exporting I STILL have to change my sequence to 60FPS for the video skips or looks super degraded.

So my question is, is there a better way of doing this where I dont look video quality so much? No matter what I have to change my sequence in Premier Pro to 60 fps to get a decently smooth running video.
