Best way to decrease file size of video?

im using a 10 second video as a background video for a website so my intentions isnt to have some super really nice looking video

whats the most common/"best" setting to change to lower my current video size from 10 mb to something around 1-3mb

my export settings are all pretty much default atm

    There are only two ways to reduce the size of a video file.

    Lower the bitrate, or make it shorter.

    H264 format with data rate set to your target of 3 would work. You can use one of the presets. like android tablet, then customize the data rate to your target. Make sure VBR 2 pass (which is default for the android tablet setting) is set to get best image for your data rate.
