Beta version number vs release: is 26.0 the same?

Is 26.0 the same code whether it's a beta version or a release?
(Because the beta 26.0 was probably the buggiest version I've seen in years - to be expected I guess when the masking has changed so fundamentally).

PR Release 26.0.0 is the same project file version (45) as PR Beta 26.1.x. PR Beta 26.0.x was a different version (44).

There will be different builds of Pr for the public release and the public beta. The Beta builds will always have a 'higher' number past the initial version number ... so if theoretically, say the shipping is 26.0.1(3) with the parenthetical number the build number, the beta of the day (and they update several times a week) might be 26.2.1(47) or something like that.
