Black bar fill plugin or effect?

Sony VEGAS Pro sucks but the one thing they have that I can't seem to find in Premiere is an effect called "black bar fill." The effect automatically fills any black bars in the video (like if you were editing vertical iPhone footage into a 16:9 video) with a scaled-up and blurred copy of the original video. I'm sure you guys have seen this effect done on many YouTube videos. Does anyone know if there is a specific effect for this so I don't have to do it manually, seeing as it is a very complicated process when you factor in animated scaling or positioning? If this doesn't exist, is there somewhere that I can request this feature where developers will see it? Thank you.

Afraid there isn't anything like that. You'd have to manually place a copy of the clip on a lower video track, enlarge the scale and add a blur effect. There is the auto-reframe command to convert clips for social media -- if you start with a vertical sequence and tell it to convert to a 16:9 sequence it should enlarge and crop the video at least. Otherwise, if you want this to be a feature go to to Ideas tab in this Community and write a post there!
