Blur track mask will not work at all

No matter what I try, the blur effect in premiere wont track an object. It stays at 0% and just says “Progress…”. I have tried nesting the clips, clearing the cache, increasing them decreasing the speed of the clip, and more. Nothing works. AND I’m having to do this on an older version of premiere because the newest update HAS NO ELLIPSE TOOL AT ALL???? I am getting robbed from this program, I spend way too much time working around bugs and glitches over actually editing. Someone please help here :(  how can I track objects with the blur????
