I'm working with Premiere Pro CC 2018.

Where can I get and download (preferably for free) a Blur Transition?

    If there isn't a form of that in the included transitions (type blur in search for Effects panel) it would be easy to make what you wanted and save as an effect.

    To add to what Neil said:

    Overlap the clips on two tracks and apply a blur effect to each of the clips.  Keyframe the blur amount for each clip.

    Hi again,

    Is there a way to to it when the 2 clips are on the same track next to each other? That's the way I like to work.
