Blurry footage

Question

Hi, so recently the footage that I placed into Premiere Pro has turned blurry even though it was not blurry before uploading it. But when I pause the video within Premiere Pro it shows up clear. I have tried restarting Premiere Pro, deleting it and then redownloading it, I have followed instructions on the Adobe website but nothing is working. Please help me fix this.

That's the setting for playback quality in the Program monitor. You can set the drop-down in the lower right corner of the Program monitor to full, 1/2, 1/4 or lower resolution. Say if that's set at 1/4 resolution and your preference is for full-quality while paused, this would result in what you're seeing.
