Blurry text after render and export

I'm using premiere pro 14.6 version - I've tried using both the legacy title and essential graphics to make my text- they appear perfect BEFORE rendering and then horribly pixellated after render and after export as well. Enclosed is a screenshot of my sequence settings and a screenshot of the effects controls. Thanks for your help!

Never scale text from Motion, this will reduce text quality.

Always use scale properties from Vector or Text to adjust text scale and preserve text quality.

Concerning Legacy text, scale it from within the legacy text window and not from Motion.

If the issue persists, check your renderer from project settings and try to switch renderers.

If you only have software only available, then consider updating your gfx card from the vendor's site.

I notice your sequence settings are for 4x3 Standard Definition. Is that intentional?
