BUG: Bin configuration doesn't save between sessions

1. In your Project folder with multple Bins, open a certain number of Bins to arrange them so that they are divided between different tabs within that view.
2. Within each Bin, choose a certain sorting preference (ie User Order, Name, etc).

3. Save your file and close Premiere Pro.

4. Open Premiere Pro. Open the project.

Expected: The Project folder should have the Bins and tabs laid out in the Project folder as they were before closing and opening the software. The Bins' sorting preference should persist as well.

Actual: None of the Bins that were arranged in the previous session are arranged in the Project folder in the same order an configuration as the previous session. Often, the Bins themselves are not sorted as they were in the previous session (so for example, a Bin sorted by "User Order" will instead be sorted by "Name."
