BUG: Custom Audio Effect Presets Do Not Retain Settings

Hello, I am having a really odd issue. Every time I create a custom audio preset with either a single or multiple audio effects, Premiere won't save the settings within each effect and instead all of the default settings are enabled.

I've tested this with color effects and video effects like warp stabilizer, transform, and more and those presets retain all custom settings. 

One last note, if I create the preset during that Premiere Pro session and then apply it to a clip the preset will retain its settings. But once I close Premiere and reopen then the settings of that preset are not retained.

Any help would be amazing because I sell preset packs and this is going to affect all of my customers who have purchased recently... so thanks in advance.

I'm currently on Premiere Version 24.0 on an M1 Macbook Pro, 64GB RAM, with MacOS Ventura 13.5.2
